The City of Adelaide Council met on Tuesday, 26 November 2024 in the Council Chamber at Adelaide Town Hall.
Present were The Right Honourable the Lord Mayor, Dr Lomax-Smith as Presiding Member, Deputy Lord Mayor Councillor Snape and Councillors Abrahimzadeh, Couros, Davis, Elliott, Giles, Hou, Li, Martin, Noon and Dr Siebentritt. Councillor Couros entered the Council Chamber at 5.34 pm.
Interest declarations and procedural ruling
Councillor Martin declared a material conflict of interest in Item 13, Recommendation 5 on the Her Majesty's Theatre Commemorative Artwork Proposal under Section 75 of the Local Government Act 1999 (SA) because he sits on the Festival Centre Trust Board and withdrew from the chair for that item. The Lord Mayor declared a material conflict of interest in Item 12, Recommendation 9 on the Council Member Allowances and Benefits Policy Review under the same section because Schedule 3 of the policy relates solely to the Lord Mayor position and stepped aside from the chair for that discussion.
Councillor Martin sought documents through Regulation 18 of the Local Government (Procedures at Meetings) Regulations 2013 on minimum sporting code standards for facilities for sports played on the Park Lands with a current lease. The Lord Mayor ruled that Recommendation 1 be varied to delete parts 3 and 4, which would return through the City Community Services and Culture Committee on 3 December 2024.
Financial approvals and road naming
Council received the quarter one update that recorded total operating income of $59.603m, $0.788m higher than the budget of $58.815m for the period. It approved total capital expenditure of $122.912m for the 2024/25 year, $10.081m higher than the adopted budget of $112.831m.
Council approved under section 219 of the Local Government Act 1999 (SA) the naming of the unnamed private road lettered A and C on Filed Plan 16026 that starts at 125 Hindley Street, runs south for approximately 32 metres then west for approximately 120 metres to meet Morphett Street as The Angels Lane.
