The City of Adelaide has adopted a revised Community Grants Policy that alters the criteria for allocating funds to organisations delivering aged care, youth programs and emergency relief services. The changes took effect on 1 July 2026 and apply to all new applications lodged after that date.
Local government funding decisions occur against the backdrop of the state budget delivered in June, which set the rates cap for South Australian councils at 3.2 per cent. Adelaide City Council officers prepared the new grants policy in response to that cap and to updated guidance issued by the Local Government Association of South Australia on social impact reporting.
Households in the central ward that rely on council funded meals programs at the Whitmore Square community centre will now need to meet an updated needs assessment before receiving support. Youth drop in sessions at the Thebarton community hub will operate under tighter reporting requirements that track attendance by postcode. Residents seeking emergency relief through partner charities must provide additional documentation showing they live within the council boundary.
The 2025-26 City of Adelaide annual report recorded $3.9 million spent on direct community grants. The new policy directs a larger share of that pool toward organisations that submit quarterly outcome reports measuring client numbers and service hours. Applications for the next funding round close on 15 August 2026.
Council staff will hold information sessions at the Adelaide Town Hall on 22 and 29 July for groups preparing applications. Existing grant recipients have until 30 September to submit transition plans that align with the revised reporting standards. Residents who currently use funded services can contact the council's community services team to confirm whether their provider remains eligible under the updated rules.
